Counter-Radicalization Without Securitization — A Framework

This paper proposes a framework for preventing religious radicalization that centres pastoral authority and community-based reintegration, rather than surveillance-led models that have shown diminishing returns across Europe and the Maghreb.

RSC advocates a five-part approach: early theological literacy, peer-led dialogue, family-centred return programmes, investment in religious education reform, and state restraint on blanket surveillance.
